That might be harsh given that even regular recruits have 5 years to compete in 4 (i.e., a redshirt year).  I think it is reasonable to a) make an early enrollee a "counter" for the previous academic year (currently, I think an early starter can "count" for whatever scholarship year the institution wants, so if they are under 25 for the year before, the institution counts them for the earlier year).  b) Make the early enrollee use up their redshirt year, leaving them with four years to compete in four.

Option a) is unlikely to have any bite in FB unless a scholarship cannot be re-awarded to a different student during the same school year. After the fall, many programs have players declaring early for the draft and dropping out of school, creating openings.

I don't think that would quite help teams under the current rules, and may be more difficult under the new permutations.

No. NCAA rules allow incoming freshmen to compete in the fall even if classes haven't started yet at their school.
