That seems fair, if not light. I have not studied these infractions in excruciating depth but the Bush case seemed to be mainly one of negligence across the department, poor compliance with regard to Bush's vehicle, letting agents get too close, etc.  I thought their punishment fit the crime. I think the Oregon case seems more sinister since they had multiple parties working together on the inside and outside to not only buy players under veil of "scouting services", but to then lie and cover it up afterwards, using misleading accounting codes and then asking Lyles after the fact to produce a package to justify the payments. In the case of USC, it was more willful ignorance, as opposed to a fraudulent scheme like Oregon's.
 Kelly probably made it worse by lying to reporters & others with a straight face, even though the evidence was overwhelming (one of Kelly's old teammates was the guy who allegedly delivered DAT for money). Oregon made it worse by not putting their foot down.. Lyles and Lamichael James not only did not distance themselves, they openly flaunted their connection, partying publicly during the NFL draft, tweeting, etc. It certainly did not look like Oregon put the hammer down with their compliance, when they should have .  I also have to think the drug stories ("We smoked it all") hurt their cause, in the same way I think the Mayo story & other background noise weighed against the University of South Central's football program in their penalty.

I find it hard to believe sanctions would come down without the process being followed and that quick. John Infante, an expert on NCAA bylaws, enters his best guess: "My guess: Oregon has received the Notice of Allegations, it is bad, and people are guessing penalties from that."

Quick? Weren't pretty much all the facts out there a year plus ago? Oregon has a way of getting penalties delayed. Somehow Josh Huff's trial got delayed conveniently until after their bowl game. Phil Knight must be paying their legal bills too.Â

Remember how long the SC process took? This would be quick. The facts were out in the Charles Robinson story in Yahoo, but that's not the same as the NCAA process. For the NCAA process to work, they have to send the accusation, then interview people, then call a hearing, and then, finally, come to a determination of penalties. As far as we know they haven't even sent the accusation (the notice of allegations referred to above), meaning--assuming Oregon's found guilty--we're talking 2013 or 2014 for any actual penalties. So, yes, quick, shockingly so if penalties are announced this week.
I also can't see any announcement being made this close to the season. As we know from the Penn State situation, the NCAA typically allows players to transfer without penalties. Given the number of practices gone by for most schools, it'd be unfair to those kids to announce such stringent penalties so close to the season.

I actually think U.S.C.'s sanctions were overly harsh. Yes, it was marque guy, but it was still just one guy. In my mind, coaches paying someone money to gift wrap recruits is much, much more troubling than an agent buying something for a player to secure future representation. Both are obviously punishable violations, but the former seems a bit more egregious than the latter. We'll see if these rumors turn out to be true.
