On the one hand, it sounds kind of practical that you would have varying degrees of severity based on the different circumstances in each state.
On the other hand, I would be concerned about people traveling between states to avoid a lockdown. One of the reasons why covid broke out across Italy is because people fled from Milan to other regions. One of the reasons why cases are flaring up in Florida is that people are fleeing New York and bringing the disease with them. One of the reasons why I was glad there was a state wide shelter in place in California was because people would flee a shelter in place in the bay area to go to Tahoe, and people would flee a shelter in place in Los Angeles and go to Santa Barbara, and then spread the disease in those communities, and then bring it back with them when the shelter in place is lifted.
