Unlike past limits, the new limit of 15 is a roster limit. We can't have 15 scholarship players plus additional non-scholarship players. And I believe the program has 15 fully endowed scholarships available. So I don't think we will often have players on the roster in the future who don't have scholarships. However (as in the past), some might walk on initially and be given an open scholarship on a year by year basis, assuming the new rules still allow that.
