All of this is now moot, because the State of California has deleted any reports by county and is no only reporting the numbers for the regions. It makes one suspect that they got tired of trying to explain the discrepancies in the data. Note that there is no reason to believe the discrepancies no longer exist, but rather now we can't see them. Real confidence builder, that.

The county case data, at least through 12/8, is still at https://covid19.ca.gov/safer-economy/#county-status
At  https://covid19.ca.gov/stay-home-except-...u-capacity , it claims to show ICU data, but I don't  see it.
 but  it does point to   https://covid19.ca.gov/state-dashboard/   which does have it.
Raw hospital data is at  https://data.ca.gov/dataset/covid-19-hospital-data
