OF, if that is shared equipment, I'd say it is prohibited just as a child's slide at the same park.

These restrictions are based on ICU usage. That is a trailing indicator of infections. As I recall, the stuff that puts you in the ICU is about 7-10 days after the first symptoms, which are 7 days after infections.
So, you've got two weeks of infections already in the pipeline, plus 2 days to institute the shutdown.
I like BC's suggestion of basing restrictions on R (about 8 days into an infection), except that too many people probably will say "Why? My hospital isn't crowded yet."
