OK, I walk to a local park and do pull-ups and chin-ups, wearing a mask.  Does the order mean that if we hit the 15% threshold to shutter stuff, that I won't be able to use the bar at the park, because the ground will be closed?

I doubt it, unless it's part of a "playground."
