I don't know what UCLA's policies are, specifically.  However, each UC campus makes their own admissions decisions independently.  So it is certainly possible that while UCB allows students to sign before being admitted, UCLA may not.  However, it is also true that UCLA has not yet sent out its admission notifications.  But perhaps athletes have a way of being evaluated before non-athletes.
