Mora is not telling the truth.  The UC's do not require a player to gain admission before they sign an LOI.  UC Berkeley has had players sign LOI's and subsequently receive a rejection notice.  Most recently, it happened in December when a JC player signed with UCB and was dropped later when his Fall grades were made available.  He ended up signing with K State yesterday.
