Hmmm. I think you mean that there was room on that list for one linebacker after the prohibitive favorites. It appears they named Jared Norris of Utah over Martinez. That seems at least defensible.
Both led their teams in tackles in defenses designed to free them up to make the tackle. Norris had more tackles and more tackles for loss - Martinez has an extra 1/2 sack.
By my memory, neither really jumped off the film in watching their respective teams, though both looked solid. Though in truth I didn't watch Utah as often as I watched Stanford.

116 tackles. 8.9 tackles/game. 13 tackles for loss. 4 sacks.
Martinez
102 tackles. 7.8 tackles/game. 7 tackles for loss. 4.5 sacks.
Both were honorable mention all Pac 12 last year.
Personally I think Jacks is a bit over-rated, though I might be overly influenced by his game against us.
