Bummer for her, especially because it's her last Junior, but kudos for realizing her mistake and owning up to it despite the severe consequences. I expect that most girls would have done the same (but maybe not all) - "game of honor" - but just another indicator that she's got character & integrity.
Interestingly, if you sign a scorecard for a higher score than you actually shot, you are NOT DQ'd. Your signed score stands
