It just won't be played in Toronto this year.  The Canadian government just denied the Blue Jays an exemption to play in Toronto.  Alternatives appear to be their spring training camp in Florida or maybe Buffalo.

Most of the NHL hockey players are still either Europeans or Canadians.   Right now Europeans can go to Canada, but can't go to the USA.  Canadians really can't go to the USA.   So given the nationalities of most of the players the decision to play in Canada would be logical.

Certainly safer to hold games in Canada than in most USA urban areas with suitable ice rinks.

The NHL is doing a 2 hub/bubble format.  There won't be any flying across the border.  Just like MLB, the players got exemptions to come into Canada as long as they quarantined for 2 weeks (MLB players had to stay at the hotel attached to Rogers Centre).

I don't know if player nationalities was the driving force or just that Canada is a much safer destination for the next few months than the US is.

Seems to me that you can let virtually anybody into your country of you enforce a 14 day quarantine. That has worked for Taiwan quite well. It is a PITA for travelers, but it it beats a total travel ban. Tracking and tracing (even a "good" one) can be pretty fragile. Taiwan chooses not to over-stress theirs.
