The announcers were making the point that the refs were told not to whistle too soon and let the play "play out".Â It's not a bad idea, if forward progress is reviewable.Â But if it's not then you run the risk of seeing what happened, where the refs swallow the whistle to let it play out, but then they can't review it if the play should have been ruled dead.
