One thing that he obliquely pointed out in response to a question about delay-of-game calls was that the referees have their own pace about getting the ball spotted. The presence of so many hurry-up offenses has resulted in referees spotting the ball more quickly than they once did. This has a negative effect on huddle offenses. I did notice a lot of variance about how quickly the clock would start.
Correct me if I'm wrong but this shouldn't matter. At the end of each play, the play clock is reset to 40 seconds. Setting the ball shouldn't stop any team from huddling and calling a play. The pace of ball spotting should really only affect the no huddle teams.

Quote:Ball Out Of Bounds (Rule 3-2-5-a-12). When a ball is carried or fumbled out of bounds, the game clock will stop, as always. Beginning in 2008 the game clock will start on the referee's signal when the ball is ready for play, not on the snap. In the last two minutes of the half, however, the clock will start on the snap as before, preserving the ability of the offensive team to maximize strategic use of the clock.
The clock is supposed to start at 40 seconds as soon as a play is blown dead, and so in those cases it would not matter. But when a play goes out of bounds the clock stops until the refs give a signal. This is where the inconsistency comes in. I noticed that the refs sometimes did not give the signal until they spotted the ball, resulting in oodles of time, but at other times signaled almost as soon as someone handed them the ball on the sideline--even when it took quite a bit of time to get the ball back to the spot. So there were times when Hogan would come to the line with 20 seconds or more on the clock, and other times when he would come to the line with 5 seconds on the clock--or worse. In fairness, we probably should view the extra time as a mistake that benefited us rather than the other way around.
This was a minor issue in the game and may have contributed to one or two delay penalties and a burned time out, I think, but it is annoying.Â
