What a load of bullshit. The NM player, because he was actively fouling Randle, had his head pretty much right next to Randle's. Yes Randle was swinging his elbows, but if you looked at the vertically oriented replays, Randle's arms weren't actually extended outwards to any appreciable degree.
If you intentionally put your face in another player's space you shouldn't be rewarded.
