This is not surprising at all, not to mention that Navy is #4.  Graduates from the service academies are all officers.  And post-military careers for officers can be quite lucrative in the industrial part of the congressional-military-industrial complex.  Even outside defense contractors, former officers are prized for their leadership experience and technical training.

What is surprising is Air Force all the way down to #46, perhaps due it being the last among equals in the post-Cold War military.
