It's the position that's hardest to project so having as many candidates as possible is the best strategy.  There's also the opportunity to convert them to another position. A high school's QB is often its best overall athlete.  It is certainly true of what I've experienced first hand - playing basketball with Kirk Herbstreit and then his successor who ended up QBing a D-2 team.  "Playing" basketball in my case is an exaggeration.  The few times I could get my hands on the ball, I passed it to them as quickly as possible.
