I don't follow recruiting anywhere nearly as closely as some folks here do so I could be off base here but I don't see how the part in bold above is lower risk. Given Rosen's public statements about Stanford (and assuming we only want one QB in the class, which is highly likely) isn't giving offers to both pretty much equivalent to giving an offer only to Rosen? I.e., Rosen will likely commit soon after the offer.

Clearly, that's not what the staff wants. Otherwise they would have offered to Rosen only and moved on.
