I'm not sure that's it. We had a player from the UK and another from Ireland while I was there, for example. (Haven't followed men's tennis closely so I'm not sure about the current roster.)
The specific reason we had (have, I assume) an iffy rep with juniors in the U.S. is that we're perceived to be poor at developing players, to be clear. We still get very good recruiting classes despite that, however.
