Tara did say it would be "convoluted" and she also said "we just ran out of scholarships." 

Here is a for instance:  perhaps Ruef is seeking an academic scholarship for a graduate program.  Decisions at Stanford are usually April 1.  Or maybe it is a giant swapping game as scholarships and walk-on status gets switched around among the players according to some "convoluted" plan. 

It will be interesting to see what is possible under the rules and what Tara comes up with.
