Patrick Bailey is correct, at 16.59 seconds. Prior to the Statcast era, Jhonny Peralta of the Indians ran out an inside the park home run in 16.74 seconds in July 2010. There were five conventional home run trots that year that were faster than Peralta's ITPHRT.
Didn't see a clock on this one, but it claims Conor Gillaspie has the slowest inside the park home run. Tough to argue, especially as he fell on his face rounding third:

Gillaspie is the new winner at 17.41 for his September 27, 2011 fall-on-your-face ITPHRT against the Rockies. The average home run trot in 2010 was 22.02 seconds.
