There are men’s volleyball (though few schools carry it), men’s soccer, and men’s lacrosse that would negate the offset unless a school held the women’s team but not the men’s team. There are 332 women’s volleyball teams vs. only 25 men’s so for most schools that is a potential offset. On the other hand, there are 205 men’s soccer teams (versus 335 women’s), so most schools will not be able to count that as an offset for football. Likewise there are fewer men’s lacrosse (72) than women’s teams (119), but only 47 would be able to use lacrosse as an offset.
FYI, there are only 34 women’s ice hockey teams (versus 57 men’s teams) so I’m guessing almost no one can use it as an offset.

Flag football is still considered an “emerging” NCAA sport. Wikipedia quotes 65 DI schools having varsity or club women’s flag football.
