One big question is whether our system is capable of changing approaches in midstream, fast enough to make a difference.  NATO  faces these same issues since they have pretty much integrated their systems with ours?

The article didn't even mention the possibility of domestic sabotage. We don't really know who is within our borders, who is directing them or what they're capable of. Our infrastructure is vulnerable not just from overseas cyber challenges but from domestic physical challenges.
