The US has significant economic interest in Panama. Panama probably will respond to quiet diplomacy and remove ships that are involved in Russian sanction busting. Panama will however resist public threats. Hopefully the State Department will "do the right thing". Unfortunately there are an adequate number of countries that will, for a price, re-flag those tankers. In the end it will either involve boarding and impounding those tankers and/or providing a better deal from suppliers other than Russia.
