This article (should be gifted) sheds some light at the apparent confusion on the “deal” on offer by the administration for future mineral rights.  The TL;DR version is that the confusion is arising because there are multiple plans floated by different people in the administration.

Thanks for the article, but it unfortunately it is not neutral - loaded language and the usual anonymous sources. Finding unbiased coverage in the age of controversy is really difficult.
