Yes, I'd say most people would recognize Bolivia as a viable state. And remember, this is supposing Ukraine's GDP falls almost by half from its current wartime economy. Is that possible, maybe but it would be extreme. All of the problems you cite for a rump Ukraine currently exist, and they are fighting an existential war!
Ukraine retains ~80% of their prewar territory. If they get appropriate security guarantees in a ceasefire deal and Russia remains too weak to restart the war in the near term, they will survive as a state. Those are big ifs, but nothing in your posts have convinced me at least that Ukraine won't remain a sovereign nation even in some supposed rump state.
