The counterfactual is unknowable. If we provided more aid, and more advanced aid, at earlier stages, Russia is probably reacting in a more escalatory manner at that time. Maybe they use a tactical nuclear weapon, which apparently intelligence said had a high probability of happening at the time.

I think we probably could have done more sooner, but important to look at all sides before presuming that the US fumbled this.

The footage of the RVs hitting is pretty chilling. Doesn't seem there was any conventional warhead.

Of course the terror is the point, as this would not be a very good conventional weapon. The RV accuracy too low to destroy any particular target without a nuclear warhead.
