With Crimea, Russia populated it with Russian emigres, many with links to the security apparatus, as a reward and also to have "reliable" types living there.

Perhaps the elderly stay. I presume most other Ukrainians would emigrate to other countries if Ukraine is fully conquered. I doubt that happens, but would be a very big refugee crisis if it does. They're not going to stick around to see what Russia will do with them.

Ukraine used ATACMS to strike a Russian ammunition depot in Bryansk oblast. There was some reporting that ATACMS usage would be limited only to Kursk area but that has been disproven already. Unclear what limitations if any exist on Scalp/Storm Shadow at this point.
