There is some ambiguity on the actual range of the Storm Shadow/SCALP missiles. These missiles have gone through several upgrades, which is probably the source of the confusion. The following link from the RAF says 300nm+.

As to where permission to use these longer range cruise missiles lies, it is still unclear that the UK and/or France has actually granted permission to use these weapons inside Russia. It may be they will announce the permission by using these missiles. It would be very advantageous to cast this as part of the same event as the ATACMS permission. If it is much further delayed it gives Putin an opportunity to create another public relation event inside Russia. There is no reason to delay action if the decision is already been made. The sooner the better.
