This is a direct result of the US allowing these items that use US technology to be used in this manner. These missiles have a 340 mile range, compared to the ATACMS 190 mile range. They carry a 990 lb warhead compared to the ATACMS 500 lb warhead. Of course ATACMS is a ballistic missile while Storm Shadow is a cruise missile. Cruise missiles are lots easier to shoot down. Ukraine has many more Storm Shadows than they do ATACMS. The Storm Shadow being air launched can be carried closer to the target before launch. These missiles will probably make more of a difference.

The BBC article below was perhaps the "state of play" at the time. It is a bit "old". It seems to indicate the permission is either already in place or soon to be so. It may not be yet "official", and until it is we can't be sure.
