Yeah, this will "immunize" Russia against heavy centralization and disincentivize them from presenting juicy targets to Ukrainian strikes. One can only hope that all the reshuffling results in inefficiency and loss (Russian logistics is fairly manual and can result in dropped munitions and accidental/negligent discharges).
I see the point about missiles being for more ephemeral targets. Once detected, it's probably pretty easy to guess a drone swarm's intended target, and ephemeral/mobile targets can use that longer lead time (drones are slow) to skedaddle.
