Speaking of attacking commercial vessels transporting goods to/from an enemy, and what kind of effect is needed if the cargo is flammable, would it now make sense for Ukrainian special operatives to attack oil tankers that filled in Russia?  Say, those servicing Iran?  (A 2022 FT article indicated Russian needs about 240 oil tankers.  I am not aware that Russia has the kind of navy that can protect that many tankers.)
