This is almost exactly what happened with the HARM missiles the US gave to Ukraine.

Zelenskiy is fully aware that his nation cannot fight on without such a plan. Neither his people nor western politicians can/will support a "forever" war. Presenting such a plan to the public is somewhat risky, so he wouldn't be doing it if he thought there was another choice. The Ukrainian public may not like the plan for many different reasons. The allies of Ukraine have the same possibility. I hope Zelenskiy has vetted this plan with all the "stakeholders" so he won't run into vocal and definite opposition.
