Pavel Durov, a dual French/Russian citizen and billionaire-CEO-founder of the Telegram app, was arrested in France on Saturday. Telegram is apparently a substantial platform for Russian military communications these days.
Rumor has it that Telegram's lack of moderation ability has enabled criminal activities, and this has led to the arrest. Durov was also the founder of VKontakte (Russian Facebook).
Telegram's rather open nature has allowed a lot of insight into Russian military communications and Russian milblogger thought spheres. I wonder if this is yet another one of those external immunizations that will push the Russian military into a more capable posture.
