FWIW, looking at a map, the Kursk offensive does not appear to have created much of a "bulge." Depending on where you assume the line has moved, the offensive may have reduced a bulge that existed on the pre-conflict border and even adjusted the front line so that Ukraine gets the benefit of a couple of small rivers to assist in its defense. If I'm reading that correctly on the map, then maybe the geography helps explain Ukraine's reasons for attacking in Kursk.
