I don't think we need to create hypotheticals- it's not easy to ramp up ammunition production quickly. A new factory was just opened producing 30k shells/months, almost doubling US production. We will soon be producing 10 times more than we were a few years ago.
Maybe it's too little, too late. Maybe it's ramping up as fast as possible given the funding and logistical constraints. I doubt Joe Biden can unilaterally make any decisions that would drastically increase our shell production. Congress waiting months to pass more aid didn't help matters.
