I believe what you are seeing are not cluster bomblets but rather tungsten fragments from the warhead casing, which are designed to fragment out for anti-personnel effect in addition to the blast effect from the warhead explosive. The second warhead hit a part of the building without windows unlike the other two, so I think that's why you don't see the same dispersed effects, as those fragments were probably "caught" by the internal structure of the building.

The GMLRS missiles fired by HIMARS look similar but with even more of those dispersed dust particles because it also has 180,000 tungsten balls in the warhead.
