While I probably know next to nothing about this subject, it would seem to me that every player is different.  How old are they, how much training have they had, what is their experience etc. The odd kid may be ready to pitch in the majors at 18, others maybe not until 25 or older.  We are all different and training for each has probably also been different.  It is up to the club management to decide when the player is ready.  If he is consistently wrong, you need some new management.

Perhaps I'm reading this wrong, but Snell hasn't gone late into a game yet, deepest was 4.2 innings. . ..

I was thinking in terms of number of pitches. He threw 85 in his last start.
