I am agnostic as to whether it's better or worse to separate the bills.  I want all of them to pass, and whichever gives the best chance of that happening would be fine with me.  With that said, I would not want to be the majority whip charged with counting votes on 4 separate bills that potentially have markedly different bases of support.  Just as I don't want to try counting votes, I also am not counting chickens until this plan hatches.
