None of the countries mentioned will join NATO. The 5% of GDP military spending requirement is a non-starter in those countries. The Swiss already have compulsory military service, and one of the most advantageous geographic advantages in the world, so they have no incentive to join a defensive pact.
As noted above, the Austrians would rather not break any treaties.
Why would the Irish want to do anything with the UK? Again, they aren't positioned to build up a military.
