In my previous post I may have been a bit too optimistic. Quoted from above article:

But Hungary's governing party, led by nationalist Prime Minister Viktor Orbán, has signaled that it will boycott the session, blocking the chance for a vote and further delaying a decision on Stockholm's bid.

It may still be "transactional" and the lease deal may be the object of the boycott. However,  as the article points out the idea that "Orbán's intransigence is purely transactional" is false. There is a definite domestic political content as well, and what is governing may change at any time  for reasons nobody but Orbán really understands. Sweden is still "on hold".
