It is an "add-on" capability that was designed to operate against smaller targets or against targets that can counter the TORs acquisition radar (read anyone with a HARM). The problem is that small-mass targets that are mostly plastic will not trigger the missile's proximity fuse. A Bayraktar TB2 maybe would, but I wouldn't bet on it. A "quadcopter" definitely wouldn't. The Wikipedia entry points out several instances where a TOR was destroyed by a drone. To be fair, TORs are 1-0 vs 737-800s.
An August 2023 article indicates these cost $24M, and that 48 had been destroyed. Another article that month, possibly Ukrainian, indicates 29 had been destroyed (both quoting Oryx numbers), and seemed to say this was a third of Russia's systems, and that Russia has ordered more.
Another December 2023 Ukrainian article says
