I believe they are merely sharing Russian propaganda with the underlying assumption that their readers understand that no one who is part of their community has anything but contempt and alarm for a thug dictator, and that it's better to keep on top of him rather than ignore him...particularly when he is losing a hot war, is in combat against NATO proxies and has a degree of control over a nuclear arsenal.

The problem is nowhere on the page is there any disclaimer warning people they are reading propaganda that should not be taken as truth. Nor does it point out Putin is a war criminal. It doesn't say "just so you are aware, this is the nonsense Putin is peddling this week."

It's reported at face value with no caveats. Not acceptable, IMO.
