This was anticipated. It is what Ukraine wants, probably, but IMO it is sooner than Ukraine wants. I think their hope was that the Ukraine would achieve a "larger" break-in that would require Russia to react quickly and therefore put the Russian troops at risk while moving. Russia has moved sooner than Ukraine anticipated IMO. The destruction of the dam may have been a step to ensure Ukraine couldn't quickly exploit the reduction in forces in Kherson Oblast. However, it is always good when your actions are forcing your enemy to re-deploy. Even if he is doing the "right thing", it increases "friction". It requires logistical support, vehicles break down, troops get "lost" (and possibly desert), and partisans blow up the bridges they need to use.
