I can understand the desire to hit Russian Military Air Installations, but I would think that interdiction of supply transshipment points, potential transportation bottle necks like bridges and tunnels that Russian Forces need to keep their units supplied would be more significant targets.  Once the offensive starts, assuming it does in fact start, restricting Russian abilities to resupply and reinforce would be most important.
