Is limiting innings of starting pitchers a thing across MiLB, or unique to the Giants?

In other farm happenings... 

Vaun Brown seems to be on a rehab assignment and should be joining Richmond soon. 

Still have seen nothing about Marco Luciano returning from back stress fracture to play for the Squirrels.
The Giants expected him to be playing again by now, while claiming all is well and there is no long-term concern. Excuse me for being skeptical.

Definitely reason to be concerned about Luciano.
