Can someone explain to me how some 20 something who fits this background has both the Need to Know and Clearances needed to have this kind of access?  Do we pass out Top Secret Clearances like candy now days?  Back in the day at about the same age I had TS + clearances that would have given me access to this kind of stuff, but my Need to Know stuff of this level was non existent.  What kind of background checks do we do now days, none? A very sad situation.

I don't know if this fully explains the reason why 20-somethings have Top Secret clearance and access to these kinds of files. But this 13-year old article on the massive expansion of security-related governmental entities may shed some light on the topic:
