We already have a soft cap.  It is called a luxury tax. The MLBPA fought hard to put the tax at its current level.  MLB wanted lower levels. The next bargaining session will, of course, focus on the tax levels but a hard cap?  Nope.  Arbitration needs to be fixed first.  

The Pirates can cry all they want but just like the Yankees they know they can’t cause the loss of games.  They will capitulate as usual….
