Would Ukraine consider developing its own nuclear weapons?

How would this work in practical terms?  Would Zelensky all of a sudden say "you have 7 days to GTFO, or we liquify Moscow with our nukes?"

Otherwise, how does the development of a UKR nuke capability - a weapon that is suppose to be a deterrent - evolve to actually stop the Russian invasion short of actually being used to wipeout a Russian city?
