You are correct that casualties does not mean dead. As far as the ratio goes, in this war it is probably harder to know than in other wars. This is because 1) neither side publishes a breakdown of KIA vs WIA that is reliable and 2) the Russian army at least seems to not place a priority on rescuing the wounded. This may lead to more deaths than "normal". I think you might have accounted for that in your estimate, in so far as anyone can. 3:1 WIA vs KIA is a WW2 type number. Russia may actually be worse if they aren't taking care of their wounded very well.
